Leadership Council

Our Leadership Council is comprised of faithful servants who are giving of their time and talents to help guide our congregation in fulfilling our mission and vision to God's glory.  

We meet monthly and if you have any questions for them or would like to help them

in fulling their roles you can click on their photo to email them or contact them through the church office.

Leadership Council Responsibilities

Below you will find a brief description of what each of our leaders are responsible for and who gets to help them carry out those responsibilities.  If you have questions about a specific area feel free to contact that particular leader.

  • Leadership Council

    Purpose:  The Leadership Council shall provide for planning and implementing a program of nurture, outreach, witness, and resources in the local church to fulfill the Mission and Vision Statements of the church.

         It shall envision, plan, implement, and annually evaluate the mission, vision, and ministry of the church.

         The leadership council shall be amenable to and function as the administrative agency of the charge conference.

         The council functions as the decision making body for the church for each area of ministry.   Teams are assembled and equipped, as needed, to carry out the various missions and tasks set forth by the council. 

         Members of the council shall be involved in the mission and ministry of the congregation.

     

    Mission and Ministry:  Nurture, outreach, and witness ministries and their accompanying responsibilities include…

    • The nurturing ministries of the congregation shall give attention to but not be limited to education, worship, Christian formation, membership care, small groups, and stewardship.  
    • The outreach ministries of the church shall give attention to local and larger community ministries of compassion, justice, and advocacy.
    • The witness ministries of the church shall give attention to developing and strengthening evangelistic efforts of sharing of personal and congregational stories of Christian experience, faith, and service, and other means that give expressions of witness for Jesus Christ.
    • The leadership development and resourcing ministries shall give attention to the ongoing preparation and development of lay and clergy leaders for the ministry of the church (¶ 258.1).
    • The nurture, outreach, and witness ministries and their accompanying responsibilities shall include consideration of any means appropriate to encourage individual and corporate prayer, and intentional prayer for the pastor.

    Other Responsibilities: 

         It will also be the responsibility of the council to:

    • review the membership of the local church;
    • fill interim vacancies occurring among the lay officers of the church;
    • establish the budget on recommendation of the committee on finance and ensure adequate provision for the financial needs of the church;
    • recommend to the charge conference the salary and other remuneration of the pastor(s) and staff members after receiving recommendations from the SPRC;
    • review the recommendation of the SPRC regarding provision of adequate housing for the pastor(s).  Housing provisions shall comply with the annual conference housing policy and parsonage standards.

  • Family Ministries

         Our current leaders are Kellie Hunt and Wendy Longacre.  The rest of the Leadership Council serves as his committee in making decisions.  From there, our leaders and the rest of the committee, assemble various ministry teams from among the congregation to carry out those decisions and fulfill the requirements of our family ministries.

         So, what areas of our church does Family Ministries oversee and have responsible for?  Let’s take a look.

  • Outreach Ministries

         Katti Sneed is our current chairperson.  The rest of the Leadership Council serves as his committee in making decisions.  Michael and the rest of the committee, assemble various ministry teams from among the congregation to carry out those decisions and fulfill the requirements of our outreach ministries.

  • Staff Parrish Relations

         Marilyn Roth is our current chairperson.  The rest of the Leadership Council serves as his committee in making decisions. 

         They are to engage in biblical and theological reflection about the mission of the church and biblical leadership. 

          It is the responsibility of the S.P.R.C. to . . .

    • Encourage, strengthen, nurture, support, and respect the pastor(s) and staff and their family(s).
    • Act as liaison between the pastor and staff and the congregation. 
    • Confer with, consult, and counsel the pastor(s) and staff on matters pertaining to priorities in the use of gifts, skills, and time and priorities for the demands and effectiveness of the mission and ministry of the congregation.
    • Communicate and explain to the congregation the nature and function the appointment of pastors and the UMC open itinerancy system.
    • Develop written job descriptions and titles reflective of the staff positions being filled within the church in cooperation with the pastor. 
    • Consult with the pastor and staff concerning continuing education and spiritual renewal.
    • Enlist, interview, evaluate, review, and recommend annually to the charge conference lay preachers and persons for candidacy for ministry (see ¶ 246.8 and 305 of the Book of Discipline).
    • To confer with the pastor and/or other appointed members of the staff regarding pastoral changes. 
    • Recommend to the Leadership Council, after consultation with the pastor, the staffing positions needed to carry out the work of the church or charge.
    • To educate the church community on the value of diversity of selection in clergy and lay staff and develop a commitment to this precept.
    • Consult on matters pertaining to pulpit supply
    • Provide annual recommendations for all pastoral compensation to the leadership council and to the committee on finance.
    • The committee will follow-up to assure timely resolution of parsonage problems affecting the health of the pastor or pastor's family.
    • The chairperson of the SPRC, the chairperson of the Trustees, and the pastor shall make an annual review of the church-owned parsonage.
    • Encourage, monitor, and support clergy and lay staff pursuit of health and wholeness.
    • Work in conjunction with the Family Ministries Team to maintain and uphold our safe sanctuary policies which includes background checks and annual training for all staff and volunteers working with children. 


  • Trustees

         Our Trustees Team is filled out with the other members of the Leadership Council.  They will oversee and ensure upkeep and maintenance is provided for all FUMC facilities, equipment, and property

     

    Responsibilities include but not limited to:

    • Maintain all facilities to a high standard
    • Ensure use of the buildings falls in line with the Social Principles (¶¶ 160-166 Book of Discipline) and ecumenical objectives of the UMC.
    • The chairperson of the Trustees, the chairperson of the SPRC, and the pastor shall make an annual review of the church-owned parsonage to ensure proper maintenance.
    • The board of trustees shall ensure an annual accessibility audit of the buildings, grounds, and facilities is conducted to discover, identify, and barriers that impede the full participation of people with disabilities.
    • All major maintenance and repairs projects, after approval of the Leadership Council and funded may be completed using the Facilities Maintenance Team or a contractor.

          The Trustees, as needed, will be assisted in carrying out their responsibilities by volunteers from the congregation along with those who make up our Facilities Maintenance Team.

  • Finance Team

         The finance team is elected annually by the charge conference upon recommendation by the committee on nominations or from the floor of the charge conference.

     

         The team is composed of the chairperson; the pastor(s); a lay member of the annual conference; the chairperson of the leadership council, the SPRC, the trustees, the lay leader; the financial secretary, the treasurer, and other members as needed. 

     

    Responsibilities include:

    • Finding creative ways to turn their congregations into tithing congregations with an attitude of generosity
    • The finance team shall give stewardship of financial resources as their priority throughout the year.  
    • All financial askings to be included in the annual budget of the local church shall be submitted to the committee on finance.
    • The committee on finance shall compile annually a complete budget for the local church and submit it to the church council for review and adoption.
    • The committee on finance shall be charged with responsibility for developing and implementing plans that will raise sufficient income to meet the budget adopted by the leadership council.
    • It shall administer the funds received according to instructions from the leadership council.
    • The team shall carry out the church council's directions in guiding the treasurer(s) and financial secretary.
    • The committee shall make provision for an annual audit of the financial statements of the local church and all its organizations and accounts.
    • The committee shall designate at least two persons not of the immediate family residing in the same household to count the offering.  
    • The committee shall prepare annually a report to the leadership council of all designated funds that are separate from the current expense budget.

  • Nominations Team

    The Nominations Team is led by the Pastor while the remainder of the nominations team is selected from the leadership team. 

     

    The Pastor:

         Shall work in partnership with the layperson who is co-chair or vice chair to plan agendas and lead meetings.

         Will work with the leadership council to develop a comprehensive plan for connecting growing Christian disciples with leadership opportunities based on the mission and vision of the congregation.

         Report to the leadership council and the charge conference a list of people nominated by the committee who have agreed to serve in positions that the charge conference elects.

         Provide resource materials and training opportunities for congregational leaders.

  • Church Lay Leader

    Lay Leader: Mike Tincher

         The Lay Leader is a member of the church and is elected by the Charge Conference upon nominations of the Nominating Committee.

         The Lay Leader shall function as the primary lay representative of the laity to the Pastor and the District Superintendent.  This will be accomplished as follows…

    •          Fostering awareness of the role of laity both within the congregation and through their ministries in the home, work place, community, and world and finding ways within the community of faith to recognize all these ministries.
    •          Meeting regularly with the pastor to discuss the state of the church and the needs for ministry.
    •          Assisting in advising the Leadership Council of opportunities available and the needs expressed for a more effective ministry of the church through its laity in the community;
    •          Informing the laity of training opportunities provided by the Annual Conference
    •          Assisting in leading worship services and provide leadership for worship services in the absence of the pastor in consultation with the Staff Pastor Relations Committee and Leadership Council.
  • Conference Lay Member

    Our current lay member to annual conference is Mike Tincher  

    The work of the Lay Member of Annual Conference may be summarized as follows:

    •          Attend and participate as a full member in the activities and business of the sessions of the Annual Conference.
    •          Serve as a link between your church and the Annual Conference by relating your church's program, need, and concerns to the Annual Conference.
    •          Serve as a link between the Annual Conference and your church by relating Annual Conference actions, programs, policies, and procedures to your church through your participation in designated administrative and program groups in your church. 
    •          Requires regular attendance and periodic reporting to the Leadership Council and attendance at Charge Conference.
    •          The Conference Lay Member is to be a member of the Church.
    •          The Conference Lay Member is elected by the Charge Conference upon nominations of the Nominating Committee.
  • Church Treasurer

         Our current church treasurer is Barb Anderson.  The church treasurers duties and responsible are as follows:

         The church treasurer disburses all funds received into the church treasury in an organized manner, with funds identified and bills paid when due, so that the ministry of the congregation can be effective in fulfilling the mission and vision of the church.

         The Church treasurer is expected to help in searching for new revenue sources as well as maintaining an understanding of biblical stewardship and management of all resources that God provides.

         (The treasurer and financial secretary roles must be held by two people who are not immediate family members.)

     

    Responsibilities:

    •          The treasurer will disburse all money contributed to the local church budget, keeping accurate records of how money is spent according to the guidelines established by the finance team.  This includes maintaining compliance with all applicable governmental tax guidelines.
    •          The treasurer works with the financial secretary to maintain records of all funds received. Designated gifts and bequests are managed by the trustees in accordance with The Book of Discipline.
    •          This leader works with the financial secretary and chair of the finance team to make regular financial reports to the finance team, leadership council, the charge conference and, in some cases, the trustees.
    •          There are three tasks not specifically assigned to the treasurer, financial secretary, or the chairperson of the finance team by the Discipline.  Keeping these responsibilities separate is essential in maintaining segregation of duties.  These tasks are:                                                        (1)   approving payments for expenditures; (approval is provided by Leadership Council)                        (2) signing checks;                                                                                                                                                             (3) annual audits of church accounts.
    •      While the treasurer, financial secretary, or finance chairperson may be authorized to do any one of these tasks, no person should be authorized to do more than one.  No persons related to one another should perform any two or more of these three tasks.
    •          This leader is accountable to the charge conference through the leadership council.
  • Trustee Treasurer

    Our trustee treasurer is Linda Marley.  

         The trustee treasurer disburses all funds related to the maintenance and upkeep of all church facilities to ensure the church is able to be effective in fulfilling the mission and vision of the church.

     

    Responsibilities:

    •          The trustee treasurer will disburse all money contributed to the local church budget, keeping accurate records of how money is spent.
    •          This leader works with finances according to the guidelines established by the finance team for total fiduciary responsibility.  This includes maintaining compliance with all applicable governmental tax guidelines.
    •          Trusts and bequests are managed by the trustees in accordance with The Book of Discipline ( 2533).
    •          This leader works with the financial secretary and chair of the finance team to make regular financial reports to the finance team, leadership council, the charge conference and, in some cases, the trustees.
    •          This leader is accountable to the charge conference through the leadership council.
